All I really know is the pump arm must be all the way advanced by the linkage when the pedal is depressed as the car does require the power for general driving. At the same time it must be able to go to minumum position when your foot is off the pedal. The lack of seeing your layout also makes any suggestions very hard. Think you will get it functional though with a little thought.
