Probable causes, kick down solenoid under the gas pedal stuck closed, Bowden cable (pressure control cable) on the throttle linkage stuck, to tight. Valve body problem, Low governor pressure.

Not an easy problem to diagnose, the best way to diagnose is to check governor and working oil pressures. If it’s a stuck valve in the valve body or governor, a flush may free them.
