yes you usually need to bang it off, I use a fifteen lb. mallet and give it a good wack.

I guess you get some galvanic binding from the iron rotor and aluminum alloy (?) hub causing sticking.

Also before putting the new rotor on sand the matting surfaces where the rotor touches the hub and apply some anti-seize on the surfaces.

But many times the rear emergency brake does have to be loosened.
