Something doesn't make sense, about 30 inches of Hg is a "full vacuum" (0 psia) so you can not get any higher vacuums. The vacuum pump in the car provides around 20 inches, or so. Are you saying that the vacuum provided from the vacuum pump is not sufficient to shut off the valve?
