The circuit that the shutoff valve is on does not receive a 29 inches full vacuum. The valve only needs 7 inches of vacuum to work. I hooked up a vacuum guage in series once when I was troubleshooting the system and was amazed at how little vacuum a fully functioning shut off valve needs.

Yes 0 inches of vacuum is 14.7 psia and 29.95 inches of vacuum is 0 psia or void of atsmosphere.
