According to factory schematic, you have 2 wires on one end of R15 and 1 wire on the other end.
Check fuse #7 and then try swapping the blue and the green relays.

You should have fan with jumper from bat + to Bk/w wire at R15..if not , then fan wires may be open..or bad fans
.. and regardless of this, yu should still have a reading for R15 on your desk..
should be low ohms
