on a '94 e320. I've checked: the 20A fuse, and each 30A fuse on the 2 relays; all are OK. Then I removed the dropping resistor behind the driver's headlight (strangest looking device) and an ohm meter across the terminals shows no resistance. Is this my problem?

Yes , but that will only effect the low fan operation.
High fan circuit by-passes this pre-resistor.
You can test both circuits individually.
The high fan should come on when you unplug the thermistor sensor on the thermo housing [ blue, two pole switch]
The low fan comes on when you jumper the pigtail wires from the high pressure sw at the reciever/drier.
These two test are to check the integrity of each fan speeds circuits.

For these tests is it necessary that the engine reach operating temperature, or is is sufficient to just power up by turning the ignition key to run position?

Key ON

Removed connection from the two pole blue switch at the thermostat, turned key to ON, and fans did not start. What shoul I do next?

On the resistor , there is 1 wire on one end and 2 on the other ,,
Run a jumper from Bat + to the resistor terminal with the 2 wires on it.
This does not require key ON , as it is just a direct test to the fan motors.

Take a good look at that terminal too..

The resistor is removed (sitting on my desk as I reply). I put a jumper from BAT+ to each of the cable's ends - one cable is thicker than the other, but neither show 2 wires, and aux fans don't run. So trouble with the fan circuit or the fans themselves? Appears like some work to get to the fans even thogh they are looking straight at you.

According to factory schematic, you have 2 wires on one end of R15 and 1 wire on the other end.
Check fuse #7 and then try swapping the blue and the green relays.

You should have fan with jumper from bat + to Bk/w wire at R15..if not , then fan wires may be open..or bad fans
.. and regardless of this, yu should still have a reading for R15 on your desk..
should be low ohms

since jumper from battery to either terminal didn't work, it appears the fans or the fans' circuit are at fault. If the radiator must come out to get at the fans, I'll pay my local indy to do it.

There is a common to both fans plug behind them that you may want to check.. the brown would be the ground side....
