It has been awhile now since I pulled a pedal set from a junkyard, but I am pretty sure it is held on ONLY by the four nuts that hang off the studs of the brake booster. Then there is a strut that just wedges behind the back of the dash. Not too hard, if you can see what you are doing. I always use a couple of those floppy extensions on a 1/4" drive ratchet with a 13mm socket.
