Does the fan clutch make any unusual noises when it goes bad?

I've been hearing a whining noise as revs goes up. Don't believe it is transmission as that shifts fine and the noise stays around when revving the engine in neutral.

The fan still spins when the clutch is bad, right? It just doesn't increase speed as needed?
