He says he has all the parts but no time to put them in. To me - for a project like this - getting the parts is usually the most time-consuming part of the job!!! This sounds fishy.

If it's nearby, check it out. You have little to lose. Take good inventory of what it needs. If you have access to a similar car, first study the parts that should exist in the damaged area, then you can see if indeed all parts are available. Check the condition and fit-and-finish of the car otherwise.
