Where the spin on filter is located, there is a large (17mm IIRC) center bolt.

First loosen that bolt a little, but do not remove it. You may need to hold the filter with one hand while you loosen the bolt. Once you loosen the bolt, use the primer pump on the lift pump to prime the system. Prime until you see fuel pooling up. Tighten the filter bolt, and try to start the engine.

Be careful with the bulb type, as the one way valve on those are iffy at best.
