Get a helper to mash the throttle pedal and look under the hood to see if everything is moving as far as it is supposed to go. Also, use ATF or a light oil to lube the linkages; WD40 isn't really a suitable lubricant for this application.

Thanks I'll try that. hope it works. It looked intact the other day when i had to remove it to change glow plugs. I can tap on the pedal and it doesn't help. sometimes shifting up to 3rd helps.
