Underneath your accelorator pedal there is a switch. When you mash the pedal the switch is closed which is suppose to activate the step down selinoid on the transmission. If the wire is shorted or the selinoid is bad, it causes too much current in the circuit and blows the fuse. This is fuse # 14 which also controls part of your climate control, specificly the valve that regulates the amount of radiator fluid to the heater core. The climate control kicks the fan on to high trying to cool the cabin,.......yes with hot air. Go figure.

I understand that he must have shorted out the wire to the tranny solenoid while he was in the tranny and blew the #14 fuse, the strange part is the partial loss of a the ACC function. It was not clear to me how the #14 fuse would affect just the monovalve part of the system from looking at the diagrams.
