The motor should not have any amount of "drag". It has a certain amount of inertia due to the armature, bearings, and fan but it should turn freely. If it still seems tight try to get some lubricant into the bearings, that's where the drag is really coming from, unless you hear some scraping when you turn the fan. In that case something is bent out of position and is causing the drag.
