Why would anyone even bother to attempt to turn the engine over with the power steering pully anyways...?
In all of my years of mechanical work, I've only ever used the crank pully, and only ever seen other people use the crank pully.. Anything else and your belts are supposed to slip. If they don't, that means they are too tight to begin with, and they should be adjusted correctly...
