oh man....now i feel stoopid. I went out and popped the cover off of it, and yeah, its just a bolt.
Oh well. That looks like a little speaker grill on it though, it has vent slots, and looking through it the bolt looked like a speaker dust cap. The wire must be the seat belt light. This case is closed, thanks for your advice, and without making me sound like a complete moron!!
