My electric fan has been non-operative since the day I got the car, and the temp gauge never goes over 90ish, even in tennessee heat. I worried at first, but that temperature really stays stable. Probably doesn't hurt that the radiator was replaced a couple of years ago. And life with the windows down is better anyway.
