With the hood up, you should clearly hear the shut off valve *click* open whenever the key hits pos 2. No click, no start.

Unfortunately, if it doesnt click open it does not mean that the shutoff is the fault (although it may be the problem), it could be the K40 relay that provides power to it. The K40 is the more common failure especially if it has never been replaced. K40 causes intermittent type failures and is easily replaced.

The bottom of the K40 can be taken apart and the minute cracks in the circut board resoldered if you have a strong magnifying glass and steady hand. For ~$80 I replaced mine rather than attempt to repair it. For me it was a time/money thing, others have enjoyed the challenge of repairing it themselves.

The above assumes you have put the dash back together correctly and are not having any other electrical gremlins.
