The vacuum section of the KEY SWITCH applies vacuum to a shut off valve in the injection pump when the key is turned off. That causes the fuel to the engine to be shut off and the engine stops running.
If no vacuum is applied to the shut off valve, the injection pump will pump fuel to the engine and it will run.
