This would appear to be one of those blatant attempts to get you to buy a new car from them. There is no such thing as a code 022 "throttle flap actuator". You need to learn how to read codes yourself - try a search - and never go to this dealer again, or any other dealer for that matter. And yes, throttle actuators can be cleaned, but you should start by reading the codes yourself.
