OK, I'm an idiot. I had to go back and look at my own DIY.

There are separate lines running from the valve body to the actuators. (I'll freely admit that I was picturing the brake lines in my mind when I responded earlier.)
I still would suggest a leak as number 1 suspect and trapped air as number 2.
