I am in the process of fixing mine now and I found that the bushings on the lever that connected the transmission to the motor have worn out, the lever either jams the mechanism and they stop cold or it drops clear and you have what you describe, motor-running-no-wipe.

Used transmissions would have to be looked at carefully as they are all as old as yours, unless the car lived in Nevada all its life. New transmissions are expensive.

I have used 2 rod-ends and made a new connection lever, so far so good. If I am not still sore after dinner I am going to offer up the assembly to the car and see if it accepts it. Then it will have to be adjusted.
