The are that goes from the bladder to the mechanism may have come unhooked.

The cover comes off by taking the plastic piece off the bottom. There are two plastic push pins on each side. I think you need to take the cover off the 3rd brake light as well. Then it pushes up toward the glass. You can see the mechanical workings of the latch with out pulling it out.
