In order to surrender, you must first have a war. We had a war.........and then we had "mission accomplished". The "war" was over at that point.

We now have a babysitting service. Our men babysit and prevent the two factions from killing themselves. Unfortunately, the factions kill our boys in the process.

So, continue with your delusions of "surrender"...........just try to find a war first.
