It's just the computer that controls stuff like the EGR, idle speed, and wastegate. There are a number of sensors on and around the engine that need to be functioning for the computer to be happy. If anything goes wrong with one, the computer will express its unhappiness by cutting the boost resulting in very slow acceleration (18+ 0-60).
A schematic for a DIY code reader can be found on
this website, with parts available from Radioshack for about $20. That page is about his S500, but the code reader is compatible with almost any MB from '90 to about '95.
