Lack of snow removal equipment kinda has a way of paralyzing the town, doesn't it?

Even when it does snow, it accumulates so little that ordinary driving pushes it aside. The exception was in 1989, where the stuff stayed on the ground and continued to panic addlepated locals for three days. Their driving skills, or lack of same, is what paralyzes the town.
Deep water is a lot worse. I'd far rather have snow.
