There are some sellers on eBay that sell a replacement for the rubber plastic nubbin thing for about $30, although I'm not entirely sure how you'd get it to stay on the antenna.

Mine came off in a car wash too, although I haven't gotten around to replacing it. If I remember, the antenna is for the Teleaid system, while the radio antenna is built into either the bumper or the rear glass.
