You could put some ice packs/frozen food under the blower to try and chill it to see if it works in the cold if you can't wait for the temp to drop...

I haven't pulled the 116 blower out of the housing so I never looked at it and didn't know that. I do know the blower worked in my car, but I never tested it in weather below about 60 degrees this summer so it could have the same symptoms as yours FAIK.
