That only works when the people you are doing it to don't have very deep pockets. The last builder who tried that and got into a nice tit with P&Z, because of it he is now on their **** list. They won't cut him any breaks anymore, he just tried to get something through and they gave him the big fu. If it was someone else it would have gone through.
When you try to do that in a neighborhood with people who have 8 digit net worths, or did legal work for Bush when he was President it doesn't work so well... In working class areas you can do it, and my uncle is working on a small one right now. The people either don't know whats going on until its to late and the machine shows up, or they can't afford to fight it.
Trust me I found a lot that would be sweet, but when I ran the location by my uncles lawyer he was like forget it, they will tie it up in court forever.
