The device at 11 o'clock to the EGR valve canister is the air recirculation valve (ARV) which all trap oxidizer equiped MBs have. As directed by the ECU, the ARV routes some air from the compressor outlet to the compressor inlet softening the onset of boost. This somehow gets and keep the trap oxidizer at a desired operating temperature.
IMO the bigger issue with California 85s is the device that replaced the trap oxidizer. I don't know what it looks like or where it's attached.
