Problem Solved!

I found it was actually the lug nuts that were causing it to lock.

When the car was parked the bunt pan oem wheels were put back on, that way the new tires wouldn't rot but with the lugs that are used for the Flat face style wheels, so the lugs were hitting and causing it to lock up.

So I Put The Flat Face Wheels back on and She Moves Perfect.
