My gut is telling me that the problem is not the cable. If it is not shifting correctly, it is most likely the vacuum management mess on top of the valve cover and the part that is on the back of the IP. What all this mess does is simulate the vacuum behavior of a gas engine.

Do you have access to the car that the engine came from? If so, it should have a vacuum diagram of this mechanism on the driver side core support.
