Have you monitored high side pressure. That is what turns the fan on. If you don't have excessive high side pressure the fan won't come on. To verify the circuit and fan functionality, you could disconnect the high temp/high pressure switch and short it to ensure that the fan and circuitry are operational. If they are then the only way to confirm further is with manifold gauges.
