No fuel to injectors--Help!

My '85 300D has been dead in the carport for six months now. Will not start. I loosen the banjo bolt at the IP and get good fuel flow, but no fuel is squirting out of the injector lines. How can I determine if this is a bad IP or just a problem with the fuel shutoff? What makes the fuel shutoff work--vacuum or lack thereof? Thanks for any help!
