How does it know I am on public roads and not in a gravel yard?

Yes, my favorite label was on the bottom of those cloth towel loop devices in bathroom. Careful you can hang yourself.
Seat belts, well personally I wear mine all the time and I think everyone should.
But I do not like the government telling me that. Think of the money wasted on seatbelt enforcement, how about all of those signs and commericals, click it or ticket.
That should be a personal decision, If I choose to be launched though the windshield in an accident that is MY decision.
The legal system has removed the word 'accident' from dictionary.
Part of the issue too is the Deep pockets concept, sue everybody in a 20 mile radius somebodies got enough insurance to pay.
And many cases are settled for cost of defense, even if there is little or no reason to pay. If they can settle for 8k, knowing they would win in court but it would cost 10k, pay it.
Yes, some states have cost of defense laws, allowing recovery. But you have to spend money via a lawyer to file for it, and payouts are few and far between.
