I understand the philosophical debate, but does the congressional proposal provide more, less or the same coverage for abortion services than 1) private sector health insurance; 2) state sponsored Medicaid; or 3) any other widely available resource?

For instance, do some currently available plans treat abortion services as a non-reimbursable "elective" procedure?
