After giving the matter some thought, I've come to the following unsympathetic and insensitive conclusion:

It's Uganda. I don't care what they do.

Edit: In college I wrote a paper about the ethnic violence in Rwanda in which I came to essentially the same conclusion. I got a good grade on it too.
