From what you are saying then both wires are ok and I would say the switch needs cleaning as it sounds like it is not making contact on the normal up points. There are a lot of write ups about cleaning switches. Depending on which way you want the window to go one wire goes to ground and the other gets 12 volts and then when you want the window to go the other way it reverses this.
