Your main center flap (40) vacuum pod is probably toast and that's why it stays shut. You can replace it without removing the entire box. Just pull the dash off and you should be able to replace it.

Confirm via the vacuum switch behind the glovebox though. Pull off each vacuum cable individually and use a mityvac or similiar to check vacuum.
