If it's a floating caliper design, the caliper must slide freely on the pins, if it does not, only the pads on the piston side will wear. Do whatever it needs to free up- clean it lube it move it around.
If its a design w/ pistons on both sides, a piston on the unworn side may be cocked and jammed within it's bore. Maybe you can free it up w/ a brake spoon or clamp, maybe you can't. A torn bellows seal can allow water into the cylinder and corrosion can follow.
The worn side may be dragging- the cylinders of some brakes contain a rubber ring that pulls the piston back into the bore when unloaded. Replacing this is more than I've done.
If it looks like you can get down to a good surface on your rotor and stay in thickness spec, NAPA should have a regional machine shop they'll ship it to.
