I will not bet my life on it but I'm all but certain that that system is cable operated, there are cables from the shifter to the ignition lock and I'm pretty sure to the brake pedal. The cables attach on the passenger side of the shifter, perhaps they disconnected it so they could move things around without the key and brake issues when they where installing the tranny.
