For California:
I will have to check this out at an upcoming trade show as this doesn't sound correct. As I remember it here, all you have to do is come to a complete stop.

For the record though, I checked the following with a few reps of the camera companies at various times over the past 5 years.

There are limit lines, cross walk lines and intersection lines and you are not in violation of running a red light as long as the nose of your vehicle has crossed the nearest (to you) of these. The crosswalk is considered the beginning of the intersection.

I can't tell you how much piece of mind this gives me while driving. I still have the brake slammers to avoid though...

Also, you must be able to clear the intersection once you enter it or you will have run the red light.
