I am having exactly the same "issue" ( warm start , no power for a minute or two ) as you. Did you buy a new regulator and if so, did it solve the problem? I was also thinking it could likely be my accumulator and I was going to replace it before I came across your post.

BTW. I have had some success cementing rubber with supper glue. But you only get one chance to align pieces correctly. Chances are that after all these years, the rubber is too soft and rotted to be servicable.
