Phil is most definitely the man.
The Russian EPC is a bit of a stripped down - well very stripped down - version of the real thing. It is sometimes good for part numbers if they happen to be the numbers corresponding to the first picture on the page. When you click on subsequent pictures you'll find that you quickly move away from the part numbers listed (as the part numbers don't get refreshed for the next pages).

It isn't ideal but it is better than nothing if you don't have an EPC account (US citizens can use EPC for free so long as they only look up vehicles that were sold in the US - the rest of the world has to pay a subscription. (
