I asked if I enclosed the carport by putting a garage door on if that would make the camaro legally stored, and he said I cannot make changes to the structure of my yard or house without a permit and I cannot get a permit until I'm in compliance with the city codes...
change the car port anyway and then worry about whatever fine there is for that- since he wants to bind you.
