Its probably a switch problem.
With the car off, if you push the button to go up, do the lights dim? That would indicate the motor is drawing power but nothing is happening if thats the case..regulator or something in the door?
If no lights dim or anything, then switch might be bad. Either take out the switch and swap it with a different one and see what happens or jumper the connections...
