I'd take a guess and say it is starving for fuel. Maybe you can disconnect the fuel hose to the engine and crank it for a few seconds to see how much fuel goes in to your container? I'm not sure what the rates are, but you might be able to finds that while searching.

It could be something as simple as a clogged fuel filter.
