With the center climate control button engaged and the climate control wheel set to max blue A/C, the air is not cold.

I understand how to check the outside temp and discharge is no problem, but how do I check the temps of the lines entering and leaving the compressor? also, how do I check the temp of the line entering the evaporator? how do I check to see how clean the evaporator and blower are? sorry for all the questions, I'm a newbie to A/C work.
