I attended a Bible college with a six inch rule. Never closer than six inches to the opposite sex. Roughly 70 students in my freshman class. 4 got pregnant. I once did some rough calculations on the average number of sex acts which would have had to occur to produce 4 pregnancies. A substantial number. Was that number of sex acts less than the number that would have occurred without the rule. I doubt it.

But the rule was quite successful. It's main purpose is not to limit sex acts, but to induce a sense of sin and guilt in everyone who contemplates sex outside of marriage. This awareness of sin and guilt produces a sense of inferiority which makes people more susceptible to control by authorities. These people in TN are not unaware of these facts. They are using tried and true methods to establish social control.
