E4OD/4R100 is fully electronic. Yes, it (and its successor, the 5R100 aka Torqshift) take quite a bit of fluid; about 15 quarts or so. If it's not downshifting it's not being commanded to do so by the PCM as long as it has all four gears and shifts normally otherwise. You'll need to make sure the drivability aspects are OK first. There might not be a drain plug on the torque converter, especially if it has been replaced at some point. Fluid was Mercon, Ford now specifies Mercon V for that transmission.
